OCI Secure Desktops: Desktop Launch Fails With LimitExceeded Error

Symptoms
After pool creation the first few desktops launched without a problem. However, one of the Desktop following those failed to launch.
When looking in 'Error Messages' section in 'Secure Desktops>Desktop Pools>Desktop Pool Details' the code shown was "LimitExceeded" and the error seen was the following:
Checked the settings in 'Governments and Administration>Limits, Quotas and Usage' for the resource used and saw that there were plenty of available cores for use. Also check the 'Quota Details' there to make sure there were no restrictions causing the issue. Remember that limits are placed on a tenancy and quotas are placed on compartments.
