Cases From One User Cannot Be Seen By Other Users From Different Sites Via Worklist > New

Symptoms
Users cannot see cases in Worklist > New and cannot process the case further when the case has different site ID.
Example:
Case A was created by user A who belongs to USA Site
User X belongs to Japan site and Site Security is not enabled.
When User X logs in to Argus Safety, case A is not listed in Worklist > New
If User X's Site is changed to USA or Enterprise User Role is added, the case appears in Worklist and the case can be unlocked.
It looks like the problem is that the Worklist is verifying that the user belongs to the same site in which the case is created when selecting the "All" radio button on the worklist.
This functionality for excluding based on site does not seem correct.
Steps to Repeat:
----------------
1. Create Worklist Rule that does not include Administrator Group
New > Data Entry
2. Create one User for Site USA
3. Create another User for Site Japan
Ensure that the user is NOT part of the group specified by the workflow rule.
4. Create a case with USA User - Case: 23US001320
5. Search for the case in Worklist > New. (Found)
6. Login with Japan user
7. Look for case in Worklist > New. (Not Found)
8. Select "ALL' Button (Still Not Found)
