Symptoms
On : 11.13.23.07.0 version, Cost Management
When attempting to create cost roll-up scenario , View Scenario exceptions
the following error occurs.
ERROR

Assemblies not rolled up due to lower level error
The items are missing the cost definitions
STEPS

The issue can be reproduced at will with the following steps:
1. Create Cost Scenario
2. Rollup cost
3. View Scenario exceptions

Due to this issue, users cannot rolled up the cost.
