Symptoms
ACTUAL BEHAVIOR
---------------
There are two components. One has the country of origin US and the other has MX.
Hence the first one should be originating for USMCA. However qualification report shows one of them is failed.
EXPECTED BEHAVIOR
-----------------------
both components should be qualified for Trade Agreement.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run "Qualify for Trade Agreement" on the item structure
