Receiving Message Failed In RIB with "This item/location relationship does not exist" (Doc ID 2979195.1)

Symptoms

Problem Statement:
-------------------
Redirected ReceiptCre messages are failing in RIB-RMS with This item/location relationship does not exist even when the item is ranged at the redirected location.


Steps to Reproduce:
-------------------
1. Create a shipment from WH to Store loc 1
2. Due to some business circumstances where loc 1 cannot take the receipt it is redirected to Store loc 2
3. ReceiptCre message is sent with store loc 2 as dc_dest_id
The message fails with:

This item/location relationship does not exist


Business Impact:
-------------------
Unable to redirect shipments
