RMS Does Not Receive Orders Due to "Shipment is not found for BOL" Error (Doc ID 2979353.1)

On: MFCS/RMS version

Orders are received in WMS, but they are not getting received in RMS. The messages are going through the adapters, and no messages are stuck in RIB still. Orders are not received in RMS.

Steps to Reproduce
1. Recieveing message sent for the PO
2. Message received verified in RIB RMS receiving adapter
3. Checking PO in RMS, but it is still not received
4. No message stuck in RIB hospital as well
