activityBookingOptions With Null/Empty Parameters

Symptoms
When trying to check for available Booking Options, OFS REST method "activityBookingOptions" does not return the expected Capacity Category
Pre-Conditions:
- I have a Capacity Category "Roofer" that is configured with a Work Skill called "Roof Installation".
- this Workskill has a "Work Skill Condition" where XA_NO_ROOF is empty.
PS: Roofer/Roof Installation/XA_NO_ROOF are examples used to illustrate the behavior.
If I'm looking to check for available activityBookingOptions and pass XA_NO_ROOF= OFS should identify the Capacity Category "Roofer" on its response
