Date Format Is Incorrect In Calendars

Symptoms
After update to 23C, we have noticed that the date format is inconsistent. The date format, when adding a schedule to a resource calendar, is in the US format mm/dd/yyyy, however, in the Activity Details section for example, it is in the UK format dd/mm/yyyy. The user's preferences is set to show dates in UK format dd/mm/yyyy
