Why are message steps being triggered when they should be blocked? (Doc ID 2979936.1)

Symptoms

We configured some blocking conditions for the message steps, but we noticed that they are being triggered even when they should be blocked. We can see the messages appearing in the Messages screen for the activities, and in the status column we can read the status as failed with an additional text in parenthesis, for example:
