Routing did not honor the 'Lock Activity On Route' feature (Doc ID 2979942.1)

Symptoms

I set a Communicated Window for an activity, expecting that routing wouldn't move the activity out of it. However after a routing run the activity was pushed to a later time out of the Communicated Window.
