Access Groups - Restrict Visibility To All Price Books Headers (Doc ID 2980185.1)

Symptoms

Setting up access groups for the Price Books visibility for a copy of the the standard Sales Administrator (ORA_ZBS_SALES_ADMINISTRATOR_JOB) role depending on the value of an FCL field( created in Resource and Price Books Headers)

The issue is that the access group does not restrict the access to Price Books based on the condition.

How to set the access group setup so that we restrict(read only) the Price Books depending on a value of an FCL field?

How  to create a superuser  that has  full access?
