Symptoms
When a user is trying to create multiple item structures for the same item, they are seeing an error when attempting to create a new Item Structure using 'Create from copy' before allowing a previous 'Create from copy' request to complete.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Step 1: User uses the 'Create from copy' functionality --> enters all the details for the source item structure --> clicks ok --> Process submitted pop up window appears.
Step 2: User tries to repeat step 1, but encounters the error.
