SAML2 SSO Not Working for New User Added to IDCS (Doc ID 2980571.1)

Symptoms

SAML 2 SSO was configured for custom ADF application deployed on WebLogic for OCI Marketplace Instance using Identity Cloud Service (IDCS) as the Identity Provider. The steps were followed as per below blog

The configuration is working as expected but when a new user is added to IDCS, the user is unable to access the protected resource deployed to WebLogic Server. The user receives a 403 - Forbidden Error when accessing the resource.

Only after a complete domain restart, the newly created user is able to access the resource.

Changes

 Add a new user to the IDCS group which is configured as principal to access the protected resource. Below is the snippet of the weblogic.xml for the protected resource.
