APEX Automations Work on the First Run, but Fail on the Second Run (Doc ID 2980785.1)

Symptoms

When using Automations (Scheduler) on APEX application, it works on the first run, but the second run fails with error:

ORA-01031: Insufficient privileges


The issue can be reproduced at will with the following steps:
1.- In APEX application, create an Automation (from Shared Components) with a simple query. For example:

2.- Run the automation so it is executed every soon. For example: every 5 minutes
3.- First run works correctly.
4.- Second run (5 minutes later) fails with error: ORA-01031: Insufficient privileges
5.- As there was an error, the automation will stop running after that.
