On : 11.13.23.07.0 version, Global Payroll

ACTUAL BEHAVIOR
---------------
Payroll Periods are not starting from Period 1

EXPECTED BEHAVIOR
-----------------------
Payroll Periods should start from Period 1

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. My Client Groups -> Show More -> Payroll Definition
2. Create a new Bi Weekly Payroll with period end date as 08-Jan-2021 and payment date offset 7 Days.
3. Payroll Time Periods are starting from Period 2 instead of Period 1.
