When attempting to call the rest API /crmRestApi/resources/11.13.18.05/hubPersons?q=personName=%XXXXXXXXXX to get the party_id for a person an error occurs

The issue can be reproduced at will with the following steps:
1. Call rest API https://<hostname>/crmRestApi/resources/11.13.18.05/hubPersons?q=personName='XXXXXXXXXX'
2. Error occurs
