ORD INIT Transaction Has Negative "Net Sales Amt Ex VAT" And With "Net Tax" (Doc ID 2981186.1)

Symptoms

 When receiving an ORD INIT sales transaction, client expect only the "Liability Amt" metric to be populated. However, they are also receiving "Net Tax". As "Net Sales Amt" is correctly zero, the metric "Net Sales Amt ex VAT" is being calculated as negative: "Net Sales Amt" - "Net Tax".
This is causing issue analyzing aggregated "Net Sales Amt ex VAT", as this negative amounts are being deducted from the actual value.
