Custom Role is unable to view Assignment Information when Correcting Employment History

EXPECTED BEHAVIOR

Assignment Data should show for the custom role

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Employment Info -> Employment History -> Correct
2. Assignment Region does not display any data

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users with the custom role cannot view any Assignment Data for the Correct Employment History action.
