Intermittent Error On Sync To Opportunity (Doc ID 2982105.1)

Symptoms

On : 11.13.23.07.0 version, CX Integration

When attempting to sync a quote to opportunity, the following error occurs.

ERROR
-----------------------
Could not perform action sync to opportunity.
During commerce integration process ID: 36244034, Name: OEC - Delete All Revenue Items
An error occurred while communicating with the partner site.
Error message from the partner site:
JBO-27024: Failed to validate a row with key oracle.jbo.Key[xxxx] in RevenueEO_DefCustomizer_You cannot remove line items after opportunity status is WON


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open a quote in CPQ
2. Attempt to sync to opportunity
3. Error is displayed

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot sync the quotes
