OCI Secure Desktops: Azure Federated Tenancy Pool Access Error "Unable to parse the error JSON body"

Symptoms
When customer tries to access OCI Console > Compute > Desktop Pools, they get this error in the browser:
The tenancy is federated with Azure AD, and this error is reproducible for one user who is in one OCI group, but 86 Azure AD groups.
The network logs collected from the web developer console (HAR file) suggest that all 86 Azure groups are included in the HTTP request when requesting the data that would populate the Desktop Pools page.
We tested with more users, this request was successful only for one case, when the user was part of 31 Azure AD groups.
