When attempting to create Payroll Legislation for Singapore (SG) and Hong Kong (HK), the following error occurs:

Seen from UI: " Unable to retrieve content. "Remote Region error #17".
The Configure Legislations for Human Resources task couldn't be called. Review the FunctionalSetupServer logs for more detils on this error. Contact your help desk."

Seen in Finest logs: " Exception message : ORA-00001: unique constraint (FUSION.PAY_PAYMENT_TYPES_U1) violated.

The issue can be reproduced at will with the following steps:
1. Setup and Maintenance > Configure Legislation for Human Resources.
2. Legislation: Singapore (or Hong Kong).
3. User not flagging for set up the Payment Types.
4. Submitting > Error occurs.

Observation: Issue is happening when trying create payroll legislation for Singapore and Hong Kong afresh.
