HZ_GEO_FILTER_BY_USER_LANG does not work

We want to Search Geographies in the Language You Prefer,

we have added Profile Option HZ_GEO_FILTER_BY_USER_LANG and site value= CN:2,3

User has changed login Language /Preferences Language to Simplified Chinese.
In Me>contact Info>address>add,
The Province/City drop-down list still show English Name
HZ_GEO_FILTER_BY_USER_LANG does not work
