ACTUAL BEHAVIOR

Cannot create service request categories in HR Helpdesk

Under "Manage Service Request Categories for HR Help Desk", 'Business Unit' dropdown does not populate with values. This issue started happening after 23B update

EXPECTED BEHAVIOR
-----------------------
Dropdown for BU should populate list of BUs for the customer

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. My Enterprise - Setup & Maintenance:
2. Search for - Manage Service Request Categories for HR Help Desk
3. Navigate to a Queue then select 'Create' the 'Create Category' window populates as normal.
4. Unable to populate 'Business Unit' field as nothing appears in drop down menu.
