Downcharges Aren't Applying To Transfers (Doc ID 2982936.1)

Goal

When creating a transfer via MFCS screen we get the correct result, the downcharges are applied. On the other hand when creating a Transfer via integration the Downcharges aren't applied to the transfer.

Could you please suggest
