Symptoms
When user trying to publish xordercre messages with terms "NET90" , messages are failed with below error
Order is attached with two types of terms
Payment Term 1 which is disabled and inactive
Payment Term 2 which is active and enabled.
User tried deleting the additional row but it failed with an error message child record present.
ERROR

error "{call RMSSUB_XORDER.CONSUME(?,?,?,?)}: [E] Inactive Terms Code."
STEPS
-----------------------
1) create a payment terms with 2 detail records
2) add 2 payment terms, one of which is disabled and inactive and one more term with active and enabled.
3) try and load a PO using XOrder with payment term

The issue has the following business impact:
Due to this issue, users cannot publish xorder messages .
