Symptoms
When attempting to run REQEXT_JOB, the following error occurs.

@0PACKAGE_ERROR@1ORA-30926: unable to get a stable set of rows in the source tab les@2CORESVC_REQ_EXT_SQL.CALC_DIST::MERGE_3
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Make sure dept_level_transfers = Y in system_options table
2. Ensure the items are from 2 diff departments, ranged to same location - both having different lead times, one 0 other 1, reviewed daily, wh-stocked with automatic ordering
3. Run Replenishment batches.
4. Note the above error.
