ACTUAL BEHAVIOR

When candidates are applying from the external career site when adding the highest education level from add education the field is grayed-out and list of values are not appearing.
EXPECTED BEHAVIOR

Candidates should be able to select from the list of values in the highest education level field
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to career site
2. Apply and supply all required details
3. In the Education section select add education and the highest education level is grayed out
