Invalid cost/retail combination passed to function STKLEDGR_SQL.BUILD_TRAN_DATA_INSERT in TSF

When approving a transfer with 2 legs and using the functionality of packing in the transfer, it not possible to approve the transfer due to this error message:

Invalid cost/retail combination passed to function STKLEDGR_SQL.BUILD_TRAN_DATA_INSERT. Notify System Administrator.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create 2 regular items, orderable, sellable in approved status
2. Create a buyer complex pack with these 2 items (1 qty per component)
3. Add stock on the components
4. Create a tsf from WH to WH with an internal finisher.
5. In the detail tsf, you add these 2 components with the same qty.
6. Go in the menu packing and you populate the 2 components and the result is the complex pack
