Primavera Administration - User Details Display No Name in the "Company" Column in User Administration

Symptoms
When attempting to provide application access to a new user in Primavera Administration, the users "Company" field is blank even though it is a "Required" field. The Cloud Administrator cannot provide application access to this user.
EXPECTED BEHAVIOR
---------------------------
Cloud Administrators expect that any user that is displayed in Primavera Administration should be able to be given Primavera Unifier, or other cloud application access as needed.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
- Log into Primavera Administration
- Navigate to User Administration > Find the User, note that the user has no "Company" name in that field.
- Attempt to edit the Company and it is not editable.
- Attempt to Manage Application access to the user and it always fails.
