Fusion Benefits: Unable to Change Enrollments Again After Suspending During Enrollment Where Evidence Of Insurability is Required (Doc ID 2986004.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Editing is not allowed during enrollment when Evidence of Insurability is required .

For Supplemental life employee benefit plan, customer has options like 1xSalary, 2xSalary, 3xSalary, 4xSalary etc.
As per the configuration if an employee updates his option from 2xSalary to 3xSalary Evidence of Insurability certification is required.
After the employee submits his enrollment there will be a pending action assigned.

However, if employee wants to change the option back to 2xSalary he is not able to update. Option is greyed out and error is displayed.

EXPECTED BEHAVIOR
-----------------------
Expect that the employee should be able to continue making changes within the enrollment period regardless of pending actions.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Me > Benefits > Make Changes button.
2. Click the Continue button on the Before You Enroll page.
See that the employee is defaulted into the Waive Supplemental Employee Life plan/option.
3. Change the election to 2xSalary option and submit.
After the enrollment is submitted, Evidence of Insurability pending action is triggered.
