Order Submission Error When JSON Portion of Properties Contains an Equal Sign (Doc ID 2986022.1)

Symptoms

When trying to complete the order with a payment method that has the Webhook URL set to a value which contains the equals sign, the following error occurs. 

If removing the equals sign '=' from the property, the order can be completed normally.
