On : 11.13.23.07.0 version, Setup, Rapid Impl and Security
When attempting to upload approval rules via spreadsheet, the following error occurs.

Journal Approval Rules Group 1 Enter a value for attribute Journal Line.Entered Credit without the thousands separator and use a period as the decimal separator. (FUN-720463)
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Have a template with the rules below
Rule1 Journal Line.Entered Credit = >50000000 and = >500000000 Account Segment 1 = in(101,102,103,104,105,106,107,108,109,110,112,185,186,187,188,190,387,451,452,453,457,601,611,612,904)
2. Generate the rules file
3. Go to Manage Workflow Rules in Spreadsheet
4. Upload the new journal approval rules file
