What privilege we need to add to Project Administrator role (creating a custom role from the Project Administrator role) to ensure that a user that is not setup as Project Manager Team Member can access to the Track Completion option, view the Capture Progress button and be able to capture the Physical Percent Complete ?

Can user capture progress without being a team member?
