Symptoms

Stock count scheduler created in SIOCS isn't created in MFCS

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1, Create a product group for a unit and amount stock count
2. Add the product group components to the created product group
3. Create a scheduler for the product group
4. Validate the message processes with success
5. The scheduler isn't created in MFCS, the following message is created in RIB
