SIOCS Login Issue for Users Without a Mailbox

Goal
On : 23.1 version, Logon Issues
Identified an issue regarding the login process for new users with manager roles. It appears that these users are unable to log in unless they have a mailbox.
As an example, when using a user's email as the employee number in IDCS (e.g., 12345@.com), it prevents the user from accessing SIOCS unless a mailbox is assigned to them.
We would appreciate your assistance in resolving this matter and ensuring that new users with manager roles can log in seamlessly without the requirement of a mailbox.
