FAW User Being Restricted To Own Direct Reports With Both Manager Access And Open HR Access

Goal
In FAW, when more than one application roles are provided to a particular user, one with full access to particular set of data and another application role with data level security applied to filter records to certain extent, the application role with more restricted data level security takes precedence and as a result, user are seeing only the restricted set of records, application role without any data level security does not come into effect
Example:
A manager has "Custom FAW Administrative HR Access" & "Custom FAW Manager HR Access" groups and the later one is mapped to "HCM Line Manager Data Security". Now the user can see only the Line Manager level records and the user may not be able to see any other records in the system through the Full Access provided using "Custom FAW Administrative HR Access"
