Retail Home - Manage OAuth Clients screen stuck on loading

Settings > Application Administration > Manage OAuth Clients

When trying to follow steps in "Obtaining ORDS Service Credentials" (https://docs.oracle.com/en/industries/retail/retail-data-store-cloud-services/23.1.401.0/rdsig/c_extension.htm#ObtainingORDSServiceCredentials-29FE0851), get stuck at Manage OAuth Clients loading screen. Cannot proceed with step 4 - Generated Client ID and client secret.
