Symptoms
ACTUAL BEHAVIOR

When changing a service provider on a ground schedule shipment (detachable trip with reservation status of closed), the action fails with the following exception:

EXPECTED BEHAVIOR

It is expected to be able to change service provider on ground schedule shipments successfully with no errors.
STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Navigate to Buy Shipments and search for a ground schedule shipment
2. Select the shipment and click Actions > Shipment Management > Change Service Provider > Change Service Provider
3. The error is observed
