Symptoms

Price Changes not getting exported to SIOCS as the data is deleted from RPM_ICL_PRICE_EVENT_PAYLOAD by PriceChangeCacheBatch.

Steps to reproduce:
-------------------
1. Run PriceChangeCacheBatch.
2. Note the data gets deleted from RPM_ICL_PRICE_EVENT_PAYLOAD table.
3. This table is referred by SIOCS to extract the price changes to SIOCS.
