Getting Error "Unable to import into a read-only application" When Creating New Business Object (Doc ID 2988287.1)

Symptoms

After crrating a new Business Object (BO) in Visual application, an error popup is shown at the bottom in the Overview tab for the BO:

The network or server is currently not available so your changes could not be synchronized with the server. Please check for outages and then click Retry when the problem is resolved.

An HTTP trace (or HAR capture) shows a request getting HTTP 400 with the following response:

Unable to import into a read-only application
