A Bid Invitation Is Sent to a New Bidder, but Their User Account Is Not Created in the Primavera Administration Application and No Credentials Email Is Received (Doc ID 2988339.1)

Symptoms

A handful of bidders were sent invitations to participate in a bid opportunity, two of the bidders were "New" bidders in that they did not have "bidder" accounts in Primavera Administration. But neither bidder was created in Primavera Administration and they did not receive a credential email, so they are not able to log into the bidder portal to take part.  Both bidders have Business Process records in the 'RFB Master Vendor List'.

EXPECTED BEHAVIOR

The bidders should have been created within the Primavera Administration application and received a bidder credential email.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

  1. Several bidders are invited to participate in an RFB Bid process.
  2. The existing bidders (those that currently have "bidder" accounts in Primavera Administration) are able to participate in the bid.
  3. However, the "NEW" bidders (those that do NOT currently have "bidder" accounts in Primavera Administration) did not receive bid credentials to access the bid portal.
  4. The Cloud Administrator checks in Primavera Administration and the NEW bidders do not have bidder accounts, there were never created.
