Is it necessary to run the steps from the documentation on a Production System after upgrade?

Steps are given in:

Implementing Recruiting

Chapter 1: Overview of Recruiting

Section: Enable Oracle Search

Which says:

"Scenario 1: Upgrade without refresh

In this scenario, environments are upgraded without a refresh prior to the upgrade. The TEST environment isn’t refreshed from PROD or another TEST. This is generally referred as P2T or T2T."

However, all these scenarios in the documentation seem to be referring to a TEST/DEV system and the Production system is not mentioned in these scenarios.
