Symptoms
When attempting to enter 0% for a beneficiary,
the following error occurs.

BEN-990905: You need to enter a Primary Beneficiary with a value between 1-100%
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Update Beneficiary % via Enrollments
