PO Induction batch failing to update PO (French template)

The PO Induction batch is failing to update a PO using a template in French using V23.1.301.1.

Steps to Recreate:

1) Change user language to French - now both user language and DATA_INTEGRATION_LANG are French
2) Downloaded 1 PO from RMS into file "Item Master.ods"
3) Open file "Purchase Order - 9.19.23 2.29 PM.ods" and updated comment of the item and set action to Update
4) Extract content.xml from "Purchase Order - 9.19.23 2.29 PM.ods" and rename it to poinduct_91923229.xml
5) Upload file to MFCS FTS incoming prefix and check that the file is there
6) Go to POM and run job POINDBATCH_JOB with parameter: poindbatch.ksh #SysOpt.dbwallet poinduct PURCHASE_ORDER_DATA RMS - job has run successfully
7) Check RMS and confirm that the PO's comment was not updated.
8) Check for errors:
check S9T_FOLDER to get FILE_ID for the file name poinduct_91923229.xml
check S9T_ERRORS for all the errors for that FILE_ID.
