ACTUAL BEHAVIOR

Retroactive event is not triggered for marital status change even though the retroactive group contains this change.
EXPECTED BEHAVIOR

Retroactive event should be triggered.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run Payroll for September - Change marital status.
2. Run retro notification - No event raised.
