Images and Embedded Document is not working on Document Designer (Doc ID 2988832.1)

Symptoms

Images and Embedded Files is not working in Document Designer.

Images will appear to be broken, and the Embedded files will appear to be blank when added in the document designer template.

The issue can be reproduced at will with the following steps:
1. Create document designer template
2. Add Image Element
3. Add any image either PNG or JPG
4. Observe the broken image
5. Also try adding Embedded document PDF
6. Observe the blank page when preview

Changes

Issue happens after a site refresh or upgrade
