ACTUAL BEHAVIOR

Service Request visibility issue
Non secured SRs are visible only to admin users but not visible to other users. Access group jobs are running as expected.
Scheduled 'Perform Near Real-Time Processing of Access Group Object Sharing Rules' job is running as expected.
This issue started happening 2 days before 23D update
EXPECTED BEHAVIOR

Non secured SRs are visible to everyone immediately upon creation
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create SR manually in UI or through inbound email
2. SR is not visible to agents

The issue has the following business impact:
Due to this issue, users cannot see newly created SRs
