On : 11.13.23.07.0 version, Global Payroll

ACTUAL BEHAVIOR
---------------
Read only access for Personal payment method of a customized employee role that was working as expected in 23B version is not giving access to payment method quick action in 23C.  Manage Personal Payment Method duty has been removed from the customized employee role.


EXPECTED BEHAVIOR
-----------------------
Payment Method to be present for read-only custom role

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Me->Pay
2. Payment Method is not displayed
