Owner Name suggestions is not auto populating in Business Plan Owner Field.

Owner Name suggestions to appear

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Business plan>edit record
2. add a name in Owner name field>it is not populating the autosuggest as it is happens in Service Request object

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot use the autosuggest in owner name field
