Symptoms
On : 11.13.23.07.0 version, GL Reports & Inquire Screens
When attempting to load the xml file for the MX-Auxiliary report to the local tax authority site. the following error occurs.

The issue can be reproduced at will with the following steps:
1. Generate the MX Auxiliary Report
2. Follow the steps to generate the XML file documented in https://docs.oracle.com/en/cloud/saas/financials/23d/faufa/convert-the-auxiliary-report-for-mexico-to-an-xml-format.html#s20054066
3. Try to load the XML file in the local tax authority
